Administrative cancellation is a status applied by Dubai’s Department of Economy and Tourism (DET) when a trade licence expires and is not renewed. According to information provided by a DET representative, no separate application or supporting documents are required for this status because it is applied automatically. Importantly, administrative cancellation does not mean that the licence has already been permanently cancelled.
A licence may remain under administrative cancellation for up to three years. During this period, the licence continues to exist and may generally be renewed. However, the company must not conduct business while its licence is expired, as carrying on licensed activities requires a valid trade licence.
If the licence holder decides to renew during the three-year period, the applicable renewal charges and late-renewal fines must be paid. DET indicated that the late-renewal fine is AED 200 for each month of delay. The total amount may therefore depend on how long the licence has remained expired and whether any other charges apply.
If the licence is not renewed for more than three years, its status may change from “administrative cancellation” to “cancelled.” DET further indicated that, following such cancellation, a one-time administrative cancellation penalty of AED 1,000 may be linked to the owner or shareholder and added to the payment voucher when that person applies for a new trade licence or starts a new business.
Administrative cancellation does not, by itself, prevent a shareholder from establishing another company in the UAE or becoming a shareholder in one, whether during the three-year period in which the licence remains under administrative cancellation or after the licence has been permanently cancelled. Based on the clarification received from DET, the person may proceed with a new business, subject to payment of the one-time AED 1,000 charge where applicable, and no additional consequence was identified as arising solely from the administrative cancellation or subsequent permanent cancellation of the former licence.
The procedures, fees and regulatory treatment may change and can depend on the licence, activity and circumstances of the company. Business owners should therefore obtain current confirmation from DET and seek professional advice before relying on administrative cancellation instead of completing a formal licence renewal or liquidation.
