Our Story
Jabbour Law Firm (“JLF”) was founded in Damascus in 1978 by Maître Moussef Jabbour. Over more than four decades, Jabbour Law Firm built its reputation on the same measure by which it is still judged today: the quality of its judgment and the results it delivers for clients facing complex, high-stakes matters.
Maître Jabbour believed that a lawyer’s highest calling was what he achieved for others, not for himself, a principle that continues to shape how Jabbour Law Firm practices law. That standard has been carried forward by his son, Tarek Jabbour, who now leads Jabbour Law Firm as Managing Partner in Damascus and as Founder and CEO of its Dubai office.
Today, JLF provides comprehensive legal services across Syria and the UAE, combining rigorous academic training with practical, commercially-minded execution, modern systems and international standards of practice, applied with close attention to the realities of both markets.
As Syria re-engages with regional and international business following the recent easing of sanctions, Jabbour Law Firm is positioned as one of the few firms able to advise seamlessly across both the UAE and Syrian markets, with the language capability, licensing, and on-the-ground presence to match.

Tarek Jabbour leads Jabbour Law Firm’s practice across the UAE and Syria, advising clients on corporate structuring, real estate, regulatory compliance, and dispute matters. He continues a legal practice built by his father over more than four decades, while bringing an international standard of execution shaped by his own training and career in Paris.
Mr. Jabbour holds an LLB in Law from Damascus University, a Professional Master’s in Internal and International Legal Affairs from Panthéon-Assas University (Paris II), an LL.M. in European Business Law from Aix-Marseille III University (with a thesis on the enforcement of EU antitrust law and undertakings’ rights under the EU Charter of Fundamental Rights), and a Master 2 in Comparative and Common Law from the University of Paris V Descartes.
Before founding Jabbour Law Firm’s Dubai practice, he spent over six years with leading international firms in Paris, including Clifford Chance, Herbert Smith Freehills, and White & Case, working on cross-border arbitration, banking and finance, and M&A matters across multiple jurisdictions.
He is fluent in Arabic, English, and French, and advises clients directly in all three languages, across contract drafting, corporate structuring, real estate transactions, regulatory compliance, and dispute prevention.
